tribratanews.polri.go.id. – Jakarta. Legal expert Toar Neman Palilingan gave his appreciation for achieving the 100-day of Services, a priority program of the Chief of Indonesian National Police, Police General Listyo Sigit Prabowo.

“The Chief of INP Precision Program is predictive, responsible and fair transparency with humanist approaches. I saw that the first 100 days of services bring the breakthrough was extraordinary, meaning it was not just security, a sense of security but also a sense of comfort,” said Toar Palilingan who is also the Deputy Dean of Student Affairs and Alumni Affairs at Faculty of Law, Sam Ratulangi University (Unsrat) Manado, Tuesday (05/18/2021).

Furthermore, Toar Palilingan said safe does not mean comfortable, but the approach of the Indonesian National Police in 100 days such as electronic ticketing, resolving minor cases with restorative justice, and ease of service can make it more comfortable.

“The expectations of the community are like that. There must be a humanist approach to solving cases, do not immediately take action, immediately play the legal process,” Toar said.

Toar Palilingan continued, this could be seen within 100 working days of the Resort Police Chief, where nearly 2,000 cases were able to be resolved with a humanist, restorative justice approach. He continued, the Resort Police Chief has now been able to change the face of the Police but must be guarded not to be contaminated by things that can degrade the image of the Police.

“In general, I think it is okay, it is steady, it remains the ranks of the North Sulawesi Regional Police to follow up on it to create a sense of security and comfort in North Sulawesi,” he said.

In addition, he also hopes that the community must be more active in taking part in that part to make the Indonesian National Police Chief’s Precision program a success.

“The Indonesian National Police Chief and his officers need cooperation and support from the community,” he said.

As a community member, Toar mentioned one example of taking a role, such as when on the road, self-awareness can be awakened to obey traffic rules because cameras are installed on the road.

“It can be a tool to change people’s behaviour, without having to press or take actions that have been carried out,” he said.
